- Cook the rotini pasta according to the package instructions. Drain and set aside to cool.
- In a large bowl, mix together mayonnaise, sour cream, garlic powder, salt, and pepper until smooth.
- Add the cooled pasta to the dressing and toss until well-coated.
- Using the mozzarella balls, create 'eyeballs' by placing a slice of black olive in the center of each mozzarella ball.
- Arrange the 'eyeball' mozzarella balls on top of the pasta salad.
