- Preheat your oven to 375°F (190°C). Lightly grease a large baking sheet.
- In a large skillet, heat olive oil over medium-high heat. Add the ground beef and cook, breaking it apart, until fully browned. Drain excess fat.
- Sprinkle taco seasoning over the beef. Add 1/2 cup water and 1/2 cup salsa. Stir and simmer for 3-5 minutes until sauce thickens.
- While meat simmers, warm refried beans in a microwave-safe bowl for about a minute.
- Place 4 tortillas on the baking sheet. Spread a layer of warm refried beans over each tortilla. Top with seasoned ground beef.
- Place a second tortilla on top of each stack. Press gently. Spread salsa over tortillas and sprinkle with cheese.
- Sprinkle black olives and most of the green onions over the cheese. Bake for 12-15 minutes until golden and cheese melts.
- Let stacks rest for a few minutes. Garnish with sour cream, cilantro, and remaining green onions before serving.

Notes
For crispier tortillas, lightly toast them in a dry skillet for 30 seconds per side before assembling. To make vegetarian, substitute ground beef with black beans and corn. For gluten-free, use corn tortillas.
