- Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
- Brown the ground beef in a large skillet over medium-high heat, breaking it up with a wooden spoon. Drain excess fat.
- Add chopped onion to the skillet and cook until translucent, about 5 minutes. Stir in minced garlic and cook for 1 minute more.
- Season the beef mixture with salt, black pepper, onion powder, and Worcestershire sauce. If using, add frozen vegetables and stir to combine.
- Reduce heat to low. Stir in the condensed cream of mushroom soup and milk. Mix until smooth and gently simmering.
- Remove from heat and stir in 1 cup of shredded cheddar cheese until melted.
- Pour the beef mixture evenly into the prepared baking dish.
- Arrange frozen tater tots in a single layer over the beef mixture, packing them tightly.
- Bake uncovered for 25 minutes, until center is hot and bubbly.
- Remove from oven and sprinkle remaining 1 cup of cheddar cheese over the tater tots.
- Return to oven for 5-10 minutes, until cheese is melted and bubbly, and tater tots are golden brown.
- Let rest for 5-10 minutes before serving to allow the center to set.

Notes
